Key points in the Motor Vehicle Bill 2016: Helmets mandatory for children aged above 4 years

The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for Motor Vehicle (Amendment) Bill 2016. Let's take a look at some of the key points from the bill.
The Bill proposes offences committed by Juveniles. The Guardian / owner shall be deemed to be guilty in cases of offences by the Juveniles and Juvenile to be tried under JJ Act. Registration of Motor Vehicle to be cancelled.
In a move that will result in bumper business for insurance companies, the Bill proposes to make it mandatory for government owned vehicles to buy third party insurance.
1. Increase in fine from Rs 100 to Rs 1,000 for riding without wearing a helmet.

2. Penalty for drink-and-drive will be raised to Rs 10,000 from Rs 2,000.

3. Penalty for driving without wearing a seatbelt will be raised from Rs 100 to Rs 1,000.
Vehicle manufacturers in India would have no option but for mandatory recall of faulty vehicles otherwise they will too face hefty fines.
The bill proposes to hike the cost of issuing a new license from the current Rs 320 up to Rs 1200 for private vehicles. The increment is nearly four times the current fees. Cost for renewing existing driving license has been hiked from Rs 50 to Rs 200.
The proposal has make helmets mandatory for children aged above 4 years while travelling on two-wheelers. Sikhs wearing turbans will be exempt from this rule.
The Bill proposes to mandate the automated fitness testing for the transport vehicles with effect from 1st October 2018. This would reduce corruption in the Transport Department while improving the road worthiness of the vehicle.
Taxi aggregators such as Uber and Ola would soon be under the ambit of Motor Vehicles Act.
